FFXI - ToA Installing, getting 0.DAT errorFollow

I've installed ToA onto another computer, but since that one ended up having to be reformatted, I am trying to use my older computer to play FFXI. I have not done any of the updates for quite awhile and figured I will do them when I do the updates for ToA.

So, I went to install ToA onto this computer, but when I get to 92%, I get an error that reads: Please verify that you have access to this file. The error is for FFXI/ROM/127/0.DAT and only allows me to "Retry" or "Cancle".

I've spoken with a GM about this and all he could offer me was to be on my computer admininstrator login, update my install software and to explore and copy the data from the disk onto a new folder on my desktop. He also informed me that I should not copy a friend's .DAT and put it where my messed up one is (Which it wouldn't allow me to do anyway). I've done these, yet I continue to get the same error.

Awhile ago, my brother was having a (I suppose) similar problem with installing CoP. I called him and asked how he fixed it and he does not remember, so I'm basically left with nothing. All I know is that under my Program Files, he created a new folder (Which he called evil corrupted exorcist file.. Haha) that went from: SE > FFXI > ROM > 50 (I suppose this was the data that would not download properly). Has anyone done this? If you have, is it possible for me to do it with the 127 folder? Or?
