Need help with config settingsFollow

When I click on an adjustable config setting in-game, the bar highlights but it won't let me adjust it. How do I adjust it?

Also, how do I disable the name from appearing above my character's/others head and have it show only when selected or hovering over? I don't see it in the config anywhere.
