So, a friend and I went to the local cigar shop today to buy some "victory cigars" to celebrate a successful year of college, and the guy there sold us two "Cuban" cigars. We were of course curious as to how they could legally sell Cubans.
Supposedly, the tobacco in the cigars is pre-embargo (pre-1960's for all you uneducated folk). The rest of the materials, leaf and all, were also Cuban, but the actually making of the cigars was done in the Dominican Republic. This cigar shop was also one of only a hundred stores in the country that can sell these.
Do they still count as Cubans even though they were rolled in the D.R.? Do they count as Cubans without the "other ingredients" in them?
