I just happened to see it. It's against the clearly stated rules of the forum.
Also, if the admins nuke it, then even those with nothing filtered won't be able to view it. (I think...)

When it's posted and is at the top of the page, it's hard to miss. Besides, it's annoying and against the terms of using this site to post information about selling accounts/items.
