SpellData PerlFollow

Ok guys. Obviously a few people are quite aware of how to use this data. But as I'm not a perl programmer, its all numbers and bits of text to me. Could someone point me in a direction that may be of some help understanding this TXT file?

Basically what I'm lookin to do is use it to input spells in a XML file for the storyline window. I know a few other people have done it, but seems their perl programmers too. Is this only available in perl or can it be put into a excel format somehow? or even access?
