It's because paypal doesn't have the infrastructure to allow us to set up an instant payment with a recurring renewal system using it like we do with the credit cards, so instead we have to have people fill out a form and I have to activate the account by hand after getting an e-mail from paypal. Thus, I try to discourage people from using paypal by insisting they can only do it for 1 year payments. Even with the few paypal accounts we get, and despite stating in bold letters on the signup page that it is not instant and may take up to a week to activate, I still get constant complaints from people who sign up through paypal late on a Friday night and don't get activated until Monday morning. (One person not long ago signed up late Friday night, sent three escalatingly nasty e-mails over the weekend complaining they hadn't been activated, and filed a complaint with paypal promptly Monday morning -- and then was insulted when I sent their payment back later that day, cancelled their account, and told them to use another site since like most people in America I don't always work over the weekends).
