Recently, my rate up/down of a post hasn't affected the karma at all. Is this related to the recent problems, or has my account been placed into no-rate status?

The ratings work to my knowledge. Usually after you refresh the page 2 or 3 times the rate will take effect.

The karma recalculation script was changed recently to not take so much load on the servers so it doesn't run as often as it used to.
