Rating problems.Follow

On both the ffxi and wow skin when I try to rate somebody up nothing happens. It seems this is random as I was able to rate both up and down some other random person.

The person I was able to rate was in the general forums, while the ones I couldn't rate were in both the thief forums and end game forums.
