Specifically this guy. 50 post Sage and every post is Good or Excellent? Yeah, that's normal.
While I'll admit that seems odd, he doesn't seem to be a sock to me. Just someone that people agree with or like. At low post counts karma is easily effected by ratings (since it is an average of your posts) so it isn't surprising to see someone with a low(ish) count as a Sage/Guru if they don't act like idiots and make useful posts.

Additionally, as a sage, all posts start at Good.
Yeah, I knew about that, I've had my eye on him since before he got the 50 post prerequisite for Sage though. Strange (to me) that it isn't a sock, but oh well.

Well, I can bring it up next time I see Kao or someone more experienced if you really would like... However, unless there is some secret to finding them I don't know (or am blind lol), I stand by the "not a sock" statement.
I will admit I'd probably do the same thing as you if I had seen him and wasn't an admin... It's rare to see that, but it can happen if someone makes good enough posts at a lower count to make Sage/Guru.
Near as I can see he is not a sock. Lots of good rateups on the account but they are all from completely different IPs and users. He does have a couple unrated posts as well (that show as decent) so, unless additional evidence comes to light, he is simply a poster that people like and doesn't harass or flame people to warrant rate downs.
