No, they'd just start rate camping people for reporting pictures.
The best (in my opinion) way to handle it is to change reported images to a link so that people who really,
really have to see the image can do so, but people aren't blatantly exposed to Goatse in the forums for very long (read: just long enough for that image to get reported).
Besides, if you're in the habit of blindly clicking on links just because you can, you are in for a rude, rude awakening on this mass of tubes we call an Internet.
