1. Hovering over "Network Sites" brings up the list like normal, only it's under the ad.
That happens if the ad is flash. It's a problem on the advertiser's side, with their head too far up their a** to read documentation about the wmode parameter.
Just make a point of never buying anything from whatever advertiser runs a flash ad, but click on their ad alot so they spend more money on it.

The irony here is silly. We'd been running the tower ad below the menu for a long long time. since 2001 or so. Someone at our corporate overlords wanted it moved, so I moved it on a couple sample pages that it worked ok on, and they went to the advertisers asking for a new code for the old location. The advertiser(s), who had never before complained; suddenly noticed the placement and demanded that we move the Tower ad.
So we move the tower ad, and it irritates users, who all go and install adblock plus, causing ad revenues to decline.
I liked it better on the left too, but the word came down from above.
