This is a serious question, not just simple complaining.

Why is it you haven't IP-banned the spammer or called their ISP about it? This is ridiculous, and they repeatedly continue to do it. Shouldn't you call their ISP?

I'll take a wild stab at this:

I'm betting reporting them to their Internet Provider is a pain in the ***. So basically, its easier to ban the spammers. Eventually though, the spammers get so annoying, that calling the Internet Provider is actually less of a pain than banning the accounts. Or atleast, that's how I think it all goes down.
