Rating Up Excellent Rated Posts, does it increase the posters karma score or is it just an excercise in pointlessness?

Earlier when I was rating down stubs for being a dumbass, whenever I'd press the red arrow his post would go from default back to decent. (Because others realized he was being stupid and got to him before me.)
What's the meaning of this? Did some other dumbass just get there and rate up whilst I was reading?

For posts that are right around (but just under) the 1.00 mark for overall karma, every other rate-down will move them up instead (it alternates -2s and 1s), but generally they won't show up in the first place for this to be a problem (1.00 is also the threshold for "Unrated", if memory serves).
Even if a person is rated excellent, rating them up still will increase his or her karma score.
So rate up away!
