Im sorry if this is covered somewhere and if this is the wrong forum, but I looked and couldn't find it anywhere.
Is the ability to rate posted up restricted to premium member only? If not how would I do so? If it is only for premium members is there anyway someone without the premium membership to have a poster rated up? I would like to rate the people that have helped me quite a bit. I tried to look for an answer but I couldn't find one.

You need to obtain the karma rank of Scholar. Then you will be able to click on either the green or red arrows found on the information bar above each post.
For example, the bar above this post that contains the date and time info... That is where the arrows are to click. Here is an image with the rating arrows pretty much centered:
