Rating down due to personal like or dislike is fine and we do not prevent that, nor do we prevent rating down several people if you disagree with their posts. However, when you go out of your way to rate down every thread you can find, every post by one person you can find or just generally decide to go on a karma bombing spree and nail everyone you find, that is not fine. If we see obvious karma bombing, you lose the ability for an unspecified time frame.
