Why is the Mana listing in the Spells Tables listed as a % for most of the spells??

Almost forgot ... why is Gift of the Naaru listed as a spell ? If one Racial ability is listed, shouldn't they all be ... or none ... just my $0.02cp worth

Unless I'm way off, don't the costs of most spells scale up as you level? That means they cost a % of your total mana, rather than a fixed amount.

Just because the cost scales up as you level doesn't mean that they're a fixed percentage of your mana, though. As a hypothetical:

Lv 01 - 10
Lv 11 - 30
Lv 21 - 50
Lv 30 - 70

Chances are that this costs a progressively smaller and smaller percentage of your mana. (I have no idea if this is how it actually behaves, but it's a counter-example, at least.)

Perhaps the percentage is fixed based on your base mana before gear, making adding MP valuable. I dunno, I haven't done much technical work with WoW.

Because all spells' mana cost are based on a percentage of base mana, that is as noted above without gear, or for that matter int. Tables for those can be found here.

In general the top rank of a spell usually costs slightly less, so ranks 1-5 might be 21% rank 6 might be 20%, this was designed to stop downranking once you're at max rank.

They're listed like that because base mana changes per level so there is no fixed cost - as it'll cost more mana to cast per level. While this may sound bad remember that the % of base mana stays the same, and, also that maximum mana tends to increase more than base mana as you level so the effective cost is reduced.

As an example:

Rank 1 Ubermagicspell costs 20% base mana.

You are level 5 and have 200 base mana and 300 mana in total.
It will cost 20% of 200, or, 40 mana to cost.

At level 10 lets say you have 300 base mana but 1000 mana total.
It will cost 20% of 300, or, 60 mana to cost.

Note in that example although the mana cost has risen for the same spell, the % of base mana hasn't changed, also the % of total mana has reduced (from ~13% at level 5 to 6% at level 10).

In game what you'll see in your tooltip is a mana value not a % as that has calculated how much it will cost you at that moment in time at that level.
