Normally appears at the top of a post - (of which I abuse it to refresh or go back) however lately it seems that with some posts it isn't there and I have to go all the way back up to the top and go to forums.

Oddly, I never know which posts will display the " * ZAM Forums * >Cross Site Forums * >Out Of Topic" it just seems random.

Is this bug?

Not sure, but many are complaining about it. I don't like it either. See this thread for more disgruntled posts :)
