Anti-spam filter for PMsFollow

I am getting the following message will trying to send a PM - could someone please assist and let me know what I did wrong?

That makes sense - there was a link in the PM, but when I went back and removed it, I still got the same error.

Looks like there was some sort of cooldown period, as I have now been able to send the message.
