Thank you for reading about my troubles. I have not sent a private message (PM) to anybody for months, and yet my single solitary PM to somebody won't go through, as it activates the spam prevention function. The error text directed me here to the forums to post about the trouble, if I "believed this message to have been generated in error" (or something like that).
The spam function was engaged this past summer, when I sent several PMs to users on the same day. I wasn't bugging them, just trying to make contact regarding playing FFXIV together next year.

We periodically are spammed by new accounts. There are security measures in place to prevent this. You are running into one of those measures.
