You're going to end up being forced to delete the shell with that policy. It's an understandable policy for a social shell, but once high-priced items and large amounts of gil get involved, you need to have a way to disassociate your linkshell from the people that get crazy when someone waves a ten-dollar bill at them. You will need to have some form of penalty, otherwise there's no way to enforce your rules.

Besides, if you get one of these ten-dollar wackjobs invited into the shell, and he does something screwed up like sell a linkshell drop worth 20 mil and keeps the cash, whatcha gonna do?

If you want to run the shell democratically, just make sure that the guy what spent the 8k doesn't think he's God for it, and you're good.
