I'm sure if you can get a log of his ip's and times of connection, you could be able to cut him off at his isp by simply reporting him. I've found that usually when a complaint against a user is reported to an ISP, they treat it rather seriously. This could be a form of harassment, if not spamming in general. I'm sure if you mention to the ISP that you do not want to block the entire sub-net as you do not want to "jeopordize their other customers use of the site because he can't be kept under control.", they'd be a little willing to help rectify the situation.
Personally, I think it's a shame we can't ban access by mac id's (or for dial-up purposes, telephone number) in this day and age... then again, perhaps that's a good thing. Bad enough what some people choose to do with IP's. :\
