It is sometimes really hard to proof if someone is really doing that. Is that a known thing people do -- yes, but to say someone is doing that with 100% confidence is nearly impossible. The only way to proof that will require SE probe data in the user's computer -- which is also illegal.
Whether to take action against someone without 100% confidence is another issue, but the modern "Rule of Law" is "Proof beyond doubt." Yes, it sucks if someone is really botting VE, but you better show the GM the best possible evidence that they are doing that. Sometimes, there is a lot situations that GM cannot do anything about it -- GMs also play the game, and they are aware of the situtation to certain degrees.
VE is not easy to Packet Sniff, but I can see it can be done, because of a relatively larger spawn area. But for stronger HNM (with a narrower spawn area), I think that is easier.
IMO, I feel sad people that resorts to dirty tactics to lay claim on NMs. The best thing you can do is to uphold the rules to yourselfs. Game world is not perfect. If no one buys gil, then they will be no suck things going on. Too bad, there are gil buyers, and there will be supply.
