Alright, first thing to do is set up a base of operation. Prefferably somewhere near a coastline, with a nearby river, moderate tot emperate climate, and plentiful natural resources. Assuming it isn't covered by glaciers, I'd pick washington for my familiarity with it. Set up shop near a location on the coumbia river where there is a deposit of Copper, Iron, Coal, and amythists. The smaller cowlitz river runs nearby, should be small enough to eventually dam up. Set up farms, and work on building a defensible fortification. Granite is plentiful in the area.
next, using a kiln based extraction technique, begin refining copper ore. Copper wire is still out of reach at this point, because there is not yet any steel, nor capability to machine rollers or wire dies. Save majority of copper in ingot form for now. Begin gathering materials for other material operations, including surface nickel deposits from eastern washington, Tin, whatever materails that are needed for chroming, and Iron. Build a larger blast furnace style kiln, begin producing carbons steel in small quantities. Save potash from refineing process, Begin collecting sulphur from hot springs to the north. Start gunpowder production. Also introduce concrete, and possibly asphalt if petrolium reserves can be located.
In the man time, domesticate animals, crops, and begin domestic improvements. Foster a culture of exploration, and send a trusted expedition down to Sutters mill, california. Collect gold from historical locations, set up outpost there, begin planning an expidition to South American rubber country and cocoa country.
Using steel produced, craft a water turned lathe, and a milling machine. These first machines will be crude and inacurate, but should serve to make better machines. Begin turning out bearings, wire dies, hand tools, and simple guns/cannons. Use wire dies amd roller bearings to start production of copper wire. Construct simple 3 stage generators and motors using bearings produced already. Begin glass production. Dam up river and produce an electrical generating station, and a mechanical power station. Produce ball governors to regulate machine speed. Using blown glass vessels, as well as copper and lead, begin production of led acid batteries (acid from fruit at first, or perhaps cut stomach acid from domesticated livestock?)
Send a secondary expidition to begin collecting cotton and flax from southern united states. re-invent the cotton gin, then begin production of various types of cloth fabric. Steel production should be increasing to the point that you have enough to begin building large scale machines. Begin construction of a full scale sheet metal production facility. Begin turning out mining machniery, pumps, pipelines, and valves. Send an expidition to alaska to set up an oil operation. Set up a refinery using a simple petrochemical cracking tower, begin production of machine oil, kerosine, and gasolene.
Start production of large desil engines. At this point, begin building a large shipping infrastructure consisting of cargo ships, exploration ships, and ironclad battleships. Start turning out rail tracks. Build a local rail infrastructure, based on desil engines.
Encourage rampant promiscuity in your civilization, to grow it in size quite a bit. begin spreading from Washington to other areas, expanding the rail infrastructure as you go. Start introducing electricity, radio communication, telegraph and telephone. Begin production of aluminum.
I imagien that by this time you would be quite old, so the next generation would have to take over. By then, civilization should be a somewhat self sustaning process. Leave detailed notes of high technology, up to and including the use of atomics (hey, they'll figure it out someday anyways, may as well set up how)
That, ina nutshell, is how I would restart civilization. I think once you have machining technology and can begin turning out complex tools, things would move rapidly.
