Can't tell if you're being sarcastic or not, but yeah, pretty much. A functional item is always worth more than a non-functional one, even if it's only for display.

I'm sure a decorative, blunted sword can be lethal. If nothing else than as a rather sharp blunt object. My idle question is, would a blunted sword, of whatever fineness of metal, slice off someone's hand?
