Yes they can, they just need to not buy the $5 beer, and aim at going to places where a meal might cost say, $60- as opposed to $100+. Not to mention, it would basically mean I'm living comfortably on the dollars of those who have too much. Because no matter what, they'll always be there, spending their money, paying for my food and home. And I'll gladly take their money.
There used to be a restaurant in town that was well priced and always did good business. It was owned by the guy who owns the tv and radio stations. Well educated and trained chefs made the food. The service was amazing. Quite affordable too, even the families who lived in the nearby low income housing ate there quite a bit. Then a large retailer offered him a bunch of money for the building due it's good location so he closed it down and sold it to Shopper's Drug Mart.
You don't need to be rich to eat good food, the person who owns the place that makes the good food just needs to be willing to take home enough(after bills, wages, suplies, etc. are paid for) to live comfortably and provide for his family rather than bring home enough to buy a cottage, a boat, and 2 BMWs...every year.
