Kinda. Not always on the election year, but as a general rule every president gets one, usually one for each term they serve. Obama got two. W Bush got two. Clinton got two. HW Bush got one. Reagan got two. Carter got one. Ford got dissed, but Nixon got two. Johnson got two, while Kennedy got just one. Eisenhower got two (but one was while serving in the military). Truman got two, while FDR got just three. So it is a relatively predictable pattern.
The timing in this case is a bit of a gimme though. Bush is the only other president I could find who got one in each year he was elected, but he actually did a lot that year (whether you agree or not with what he was doing). I don't think that Obama did a whole lot at all this year other than get re-elected. Certainly, nothing remarkable enough to justify the pick IMO. Could have at least waited to see if something happened worthwhile I suppose.
