I'm finishing off a graduate certificate in Homeland Security. ( My opinion is that, I think DHS was an ok idea, but the current result is a mess. You have all these different groups tossed into one organization, using systems that aren't compatible, not sharing information - and the further away from the top of the pyramid - the bigger the mess.
Let me just whine for a moment about my local CERT group (which is the citizens response for FEMA -> DHS) None of them has their first aid or cpr certifications. None of them are EMTS. No ISO. There are two who have their Ham Radio certifications. They also proclaimed that they are protected by the good Samaritan law when they "rescue" people. G-d forbid your kids school bus gets in a wreck because these effers will yell at them to get off the bus. (That is what they feel is necessary.)
They used what funding they had, to trick out an old ambulance that they plan to ride around to events but couldn't spend a dime to get training, much less get off their ***** to attend the FREE ISO training offered at College of The Mainland.
If Galveston Island experiences another Ike, they county's residents have a better chance of survival if they sit in a canoe during a hurricane than if they get "rescued" by these goons.
As for collecting more money, they need to fix their organization first. The reason why the border is a mess, has much to do with the various organizations within DHS's inability to work together and share information. There is also so much politically conflicting information that makes it difficult for the FLE's to do their jobs effectively.
