Depends on what angle they want to cover. The link in the OP appeared to be more opinion than news, so it would not surprise me for certain details to be left out. However,
this is an actual news story on the event, and from that (and the picture) it appears as though he likely didn't have to go out of his way to see into the window in question.
I'd ask if people are really so stupid as to not realize that their window opens directly (like 10 feet away) to a high traffic area, but I once lived in a housing complex with lots of young college kids. You'd be amazed how many people really don't seem to grasp that windows are transparent in both directions.
