You can get Americans to do anything if you come up with enough ways to bullsh*t them into thinking it's a good idea. No amount of "awareness" about these kinds of problems will stop people from exploiting others for free or underpaid labor so long as there are people dumb/desperate enough to go along with them.
The whole point of an internship is to give people who don't have sufficient skills to get a job the opportunity to gain those skills (and a foot in the door in terms of future job application within the field in question). If you did an internship 3 years ago, and now need to get a job that support you and can still only get an internship position, that's kind of a reflection on you.
All he's likely to accomplish is the elimination of a good number of internship positions. At the end of the day, I'm not going to pay you for a job you aren't capable of doing.
