Best you could do is some "This helps us both" measure like trade agreements. But few people actually want to listen/learn about trade agreements during a campaign.
I could do better than that. It's all about presentation. I would present it as job creation for both US and Mexico, reducing illegal immigration (which last time I checked is a big political discussion) and focusing on domestic security. People tend to care about domestic concerns more than foreign concerns. It's more difficult to convince the average person why they should care about Ukraine, but it's much easier to convince people how they are affected by Mexico, especially with the right's political message on immigration.
