Not only did Obama announce the $400m transfer in January, Paul Ryan also talked about it in January so Republicans can't even pretend that they didn't know. Not that it'll stop them, of course. The parents of one of the Benghazi victims are filing suit, claiming that Clinton's negligence and email server directly led to their son's death. It'll almost certainly get thrown out since they can't provide positive evidence for either (and multiple hearings have failed to pin blame on Clinton). That and the inherent difficulties in suing a federal employee for acting within their job.
The attorney is one of the "leads an anti-Clinton PAC" types (too disinterested to look up which). The obvious goal here is being able to say "Clinton is being sued over Benghazi!"

I won't blame the parents. Their son died and they want a simple, one-point explanation of why so they'll have something to rail against. Same thing as parents of children with autism spectrum disorder convincing themselves that if they could just fight against vaccines, it wouldn't happen again. It's not at all rational and I don't condone or support it but I can understand where it's coming from. Clinton is the "vaccine" to their Jenny McCarthy.
Now, the lawyer who is convincing them that this is a lawsuit that'll go anywhere and manipulating their hopes of closure for political points... that guy is a dick.
