Yeah I'm on my level 9 Ninja, and i talk to Keal to get quest, and he just tells me, he doesnt ask me if i want accept the quest. Am i missing something?
yeah i figured someone would say that, but ive done ninja quest, and samurai quest, what more do they want?

a hellava lot more. It's a pain in the butt, but if you don't want to pay oodles of amounts of gil, I suggest you go through the pain. How? Farm necklaces in Giddeus for the Mihgo's Amigo quest (Windy Woods), or mine zinc ore for Shady Business (Bastok Port), or other annoying quests for TENSHODO fame.

You can also collect 10 rusty subligars and 10 rusty leggings for two NPCs in Norg. I farmed and turned in 200 Yagudo beads to get my Norg fame up, but it was just a bit short of Tonko.Ichi. So I collected all the rusty items that were fished up and bought couple more to finish the two rusty quests. Then I was able to get Tonko Ichi, then the Utsusemi Ichi after finishing Tonko.
Also check the price of rice rolls at the Neupton Spire Inn in Lower Jeuno, it is a good indicator for your Norg fame. Is 253 enough for the Tonko and Utsusemi? I read that guide long ago and have forgotten the exact number.

By the way, the third "annoying TENSHODO" quest is in Sandoria and you have to carry contraband from Sandy to Jeuno. You get caught at least 35%of the time and they revoke your airship pass until the next RL day (in Japan).
Not a good way to level your fame in my opinion. I still do it occasionally when Im about to log just to get my fame up but I have all the scrolls.
At some point we get to ride on the pirates ship (I am 100% sure on this) and Im not sure if its realted to Rank or TENSHODO fame so I keep trying to level my fame when convenient.

Hmm I haven't heard anything about riding on the pirate ship with a high Norg fame. Do you have any links that would suggest otherwise? The pirate ship would require its own zone, just like the Selbina - Mhaura ferry, and Allakhazam is not listing that zone.
If you have the gil, just buy out the AH in Sandy and Windy of zinc ores and take them to bastok (cheaper to get them anywhere but bastok) and do that tenshodo quest until your Tenshodo R.ball price goes down to 153 I think. I'd recommend doing the necklace quest once for the cool "Cat Burglar Groupie" title, but that's more advisable if you're a mithra THF ;D
