I'm not saying that the first season was bad. Just that it could have been much better if it had followed the layout of the previous series. It used three seasons to resolve one large plot (Sozin's Comet and Firelord Ozai). Sure, much of those three seasons had little to do with that final plot, and could be considered filler, but a lot of it served a purpose, introducing and building characters, etc. (Except the beach episode with Zuko and Family, by far my least favorite episode).
I guess we knew this coming into the series, since they said unlike the first series everything would take place inside Republic City. But even if they didn't have Korra leave Republic City, I am sure there is enough lore and history in the Avatar world that they could have stepped outside Republic City and had some episodes about other characters. Like Sokka's descendants, or Zuko's, or touch on what the Earth kingdom is now like. It could have extended the Amon/Equalist's plot and still added to the overall story.
They moved Amon's plot too quickly in order to fit it in the 12 episodes. Had it moved more slowly, and maybe had a few more episodes in there like the previous series (problem, resolution, growth, all in 30 minutes) I think it would have been more rewarding in the end. And again, the season would have ended much better without the last five minutes.
