It's too early to be concerned with that kind of thing. Jinora was the only one that got anything resembling character development in these two episodes, unless you count Mako going on and on about being the First Lady.
Yeah, I'm not sure it's fair to demand a character defend her existence at the very start of a character arc. Just because she's not immediately applicable doesn't mean she won't be.
Also worth putting it out there that I know a lot of people who would easily rank her as their favorite on the series. She and Bolin are actually my favorites.
One thing the Avatar series has done really well up to now is establish characters with a realistic range of masculine/feminine character traits. All of the characters, in part, exist to balance that. What's better is that they've managed to be distinct characters across the two series.
Aang and Bolin are fulfilling the same "emotional male" trope, but they're so different. Asami and Katara, Mako and Sokka, Toph and Korra. All very different characters.
I say give it time, and don't rush to make her defend her existence. And it might be important to remember that a character doesn't need to be important re: the events to be important.
