Well Im eager to do ballista but I cant find out how to get a licence for can somone help me out? By the way (sry this is not even close to the subject) Should Hulck start talking in 3rd person on this game (my char. is Hulck)
Speak with Invincible Shield in Metalworks. He is upstairs right outside of Cid's door. Remember, you have to be at least rank three so if you changed your alligiance (or simply have been too lazy to get to rank three), you won't be able to receive your Ballista license until you do so.

Talk with the three ballista "generals" of the nations, starting with your nation's, and do what they say.
Bastok: Invincible Shield, outside Cid's door, right after you get off elevator. Big galka in heavy armor.
Sandoria: Excellimile or something like that. North sandy gates, red samurai armor.
Windurst: Some mithra in heaven's Tower. Forget the name, but I think she's past the doors.

Ok, thanks so theres no big quest or any thing I have to do other than tak to him, as for the 3rd person deal Im ganna go make a post for it! thanks
