This Message goes out to all San d'Orians on Shiva server (hint i posted on Server forum). I've noticed that sandy has been in 2nd or 3rd in conquest the past few weeks. I think that if all San d'Orians would start wearing their signet we should be fine. So please do a favor to all your fellow San d'Orians who ARE wearing a Signet, please start wearing yours if your not.

The way I look at it, it's roleplaying. San d'Oria isn't nearly what they used to be (storyline wise), they are a much weaker nation than they have been on a downward spiral.

This is also assuming that the vast majority of San d'Orians don't already wear it, it's nearly impossible to make sure everybody has it at all times. Unless you went around every place where people exp with inventory full of Signet Staffs and let them cast it on themselves.
Also assuming that Windurst and Bastok won't kick it up a notch with Signet as well.
Besides, I don't think Sandy is doing nearly as horribly as you make it out to be. Windurst and San d'Oria have, for as long as I've played, been fighting over #1 spot, one week Windy have it, next week Sandy would. Bastok has always been the underdog in this. The two times they recently had it? Sure, but what about the months they've not been #1 before that.
You might also want to take into account the possibility that some of the San d'Orian "heroes," (the major cp gainers, the insane exp'ers, etc) might have recently switched nations. So, what used to greatly benefit Sandy is now benefitting Windy. I know a couple of people who've switched nations just because they're bored, and they picked Windy because supposedly the missions are easier (I have no idea if they are, just going from what I've heard).
But yeah, Sandy might be a little lazy... It's also possible that we've always relied on other people to go out and take over zones. What are the numbers of people allied to each nation, anyway? Last I checked, Sandy had the most, didn't they? Anyways, I've never actually done an expedition (it's on my to do list, I swear <.< ) and it will probably be a while before I do. But at least most of the time I remember my signet.
And, lastly, I remember seeing in Bastok on a mule some people shouting for members for an expeditionary force. So, when they've got #1 in conquest, they've earned it. Gotta commend them for that.
