Where to buy World Pass in SandyFollow

Can anyone tell me where in San D'Oria you buy a World Pass? I've heard Southern Sandy, Northern Sandy, and Port Sandy... Can anyone (who has bought one recently and remembers it well) tell me exactly where to go and who to talk to?
