Do you need to be a summoner only to fight (with mini tuning forks)?
Or is that just for Primes (lvl 60+)?

Mini tuning forks are for the lvl 20Smn solo Avatars fights and yes, you need to be Smn to do these.
Normal tuning forks are for the lvl 60 Prime Avatars battles that you do with a party of 6, preferably all 60+.
