Im soon to get on the Shiva Server and my dream is to become a SMN/BLM with only Ice abilities but as a blm wont learn the first proper offence Blizzard spell at lv 17 i need help!

I am not sure you completely understand how this game works. That is not meant to be a slam against you, just a word of caution to do some more exploration of how this game works.
As an example, you dont really focus on one element as a BLM or SMN. If you do not have spells/Avatars for all elements you wont get many PT's. As an example:
PT leader: Welcome to the PT.
SMN/BLM: Thanks. Lets kill some stuff! ^^
PT leader: Skillchain = Fusion MB = Fire
SMN/BLM: I'm sorry. I only have Shiva and Blizzard.
PT leader: O.O
SMN/BLM is kicked from PT...

Yes i know ive played this game before but i wanted to make it a little intresting hehe ^^ dont worrie i know what im doing but i need someone to help me PL till lv 17 (because until i learn ONE offecsive spell - Blizzard a blm isnt really a blm lol!)

I don't mean to offend you, but...
Having some PL you to level 17 will most likely not happen. For one, not everyone is altruistic in nature. Also, if you mean solo PL, as in you aren't in a PT, this will be hard if you *only* want Blizzard because well, how else are you going to kill the mobs for exp? With a staff or wand? That would take Forever +1. And, if you mean PL you in a PT, I'm not too sure the PT would want a BLM without a single spell until Lv17, even with a PL. You aren't really offering anything to the PT if you're lacking on spells, and the PT may kick you for someone else.
I'm sorry if that was a bit harsh but the truth hurts ._.

Well, you learn Stone, Water, Aero, Fire, and Stonega as 'offensive' spells before Blizzard. Not to mention spells with a status effect like Bio and Poison.

Oh dont worrie i intend to learn the status magic like sleep, bnd e.ct plus aspir and drain but elemental wise - alllll ice.
