How to get Master Tailor?Follow

Tailoring at 250, someone said check out BootyBay, but the NPC tells me go back to SW, n talk to Georgio Bolero... Im clueless where to go, Ive checked Tailor at Theramore, nothing there... Am I suppose to push my tailring to 300?
