I would appreciate if anyone could post where an alliance member could get the pattern for this. What can drop it, where it is sold, anything.

Theres a couple of people high in the hills to the east of Lakeshire, but south of the tower with the lion glyph quest. One is a master or artisan leather trainer I think. But one sells a pattern for at least a Black Dragon Whelp cloak.
