Can a non-blacksmith make use of sharpening stone and weightstone for his proper weapons?

Yes, any class can apply and use those. Same goes for stuff like armor packs made by leatherworkers, potions from alchemists and EZ-Thro dynamite from engineers.

But, if I remember correctly, it does not apply to shield spikes. Those have to be applied by a smith. I expect there are other exceptions as well.
