Where would one farm wool cloth at level 15?

I never really farmed wool cloth, I just looted it of mobs that happened to drop it. I think the gnolls in Westfall dropped a goodbit of it, and I believe they are in your level.
Everytime I ran through Deadmines, I looted a good bit of wool cloth.
