I was wondering if there was someplace I could go to get a list of Tailoring or Engineering Patterns that are in the World?

On the left are links to different sections. Under the Tradeskills heading, click the "By Trade" link, and choose your trade. It will list all of the patterns for it, with links for each name to tell you about it, including where to find them.
Well, first click on lookup items.
Type in Schematic for all engineering recipes, and pattern for tailoring (and whatever else uses patterns) recipes. This will work for engineering, but tailoring, i am not sure about.
Edit: On the items menu to the left, click advance search. At item type, scroll down and select tailoring or engineering.
This will give you a list of all recipes not learned from a trainer. This is handy for looking for missing recipes.
