Simply put? You sure can. Down side is you lose everything having to do with that old profession when you get your new one.

At any given time you can only have two professions. If you do like you said above, and take min/skin, leveling them so you get 100gp, then switch to lw/eng, you lose
everything having to do with min/skin.
On a side note, if it's yourfirst character, I don't recommend Mine/Eng. Just because Eng is such a money sink it's really noticable. Later on when you're established with a big pocket book? Engineer away to your hearts content. Early on though, I'd consider Mining/Skinning (save the ore for when you've your 100gp), or sell it all in the AH. Or go sk/lw and make your own armor. You save alot of coin that way and can sell some really nice pieces in the Auction house for a nice profit.
