where does one buy this? (Mighty Troll's Blood Potion)
was told this week a vendor in Westfall sold it, went to check and I didnt see any vendor selling recipes. If I over looked it then I stand to be corrected.
If its a drop, please list location(s) and monster dropping it.

From my experience vendors who sell recipes vary their stock and only sell one of each recipe per cycle. I do not know the length of the cycle(hour, day, etc). Perhaps others can elaborate(sp?) reguarding that.
An example is the goblin in duskwood who "sometimes" sells the schematic for goblin jumper cables.
I can not speak for drops.

Correct, so quite whining and posting, start farming, or check the AH,sorry bud, but thats the way drops work, some stuff is more rare,MTBP is one of them , you will see this happen more and more as you level, it is the way Tradeskills work.

You can get it from Razorfen Downs actually. In the murder pens, you can find a couple of captives: I think the human is named Henry Smith or something rather generic like that. If you have a 180 in alchemy, he'll offer to teach you how to make it. For free. He also teaches Goldthorn Tea if you have a 200 in cooking.
