From what we can tell from over two years of experience, fishing does not work that way. Assuming that you do not get the message that your fish got away, changing zones makes no difference whatsoever in how many fish you catch. The only difference fishing in different zones will make, again assuming you do not get the message that your fish got away, is the type of fish you pull up.
Leveling up fishing is based upon a simple concept, the higher your skill the more fish you have to pull in before you gain a skill point. For example, when you first start fishing you will gain a skill point with every fish you pull up. But at 235 fishing it may take you 6 to 9 successful catches before you gain a point. I read an excellent post once, I can’t even remember which site it was on, which listed the approximate number of casts per certain level ranges all the way to 300.
So if all you want is skill then simply stay in the starter zone and fish. But if you are trying to level up your cooking or feed a pet, it becomes a bit more complicated. That’s when you have to seek out higher level zones to be able to fish up the higher level fish.
