I'm currently a Shaman that's an Elemental Leatherworker, but now that they've changed how the specializations work, I want to change to Dragonscale. It said in the patch notes that special NPCs were added in order to unlearn your previously known specialization for a fee. Where are they? I'm a Tauren, so I need a Horde NPC. Thanks.

Try talking to the elemental trainer. I cant remember but I recall seeing an option to remove it. You have to pay though.
