Shield SpikeFollow

I've been looking at the shield spikes and was wondering is there a minimum level for a shield that any given spike can be placed on it? I know from e descriptions that there is a certain level in blacksmithing required. But assuming you had someone of sufficient level what's the minimum shield level for a mithral shield spike?
