@ Nicocai:
When you go to Stromgarde, stay to the right! Follow the wall around to the right, making three right turns until you cross a bridge into a garden. Deneb Walker is hard to find, but he is the only one you can talk to.
@ Cistron:
There are a lot of great tips in the posts above. The single best tip is to do it with someone. I don't know if it is a bug, but you do not have to be grouped with that person. After I finished, I helped two others get it done, one after the other.
So, if you come upon someone else doing it, just wait until they finish and ask for their help. If not, then use the other tips listed above and if you fail, wait for someone to come along and let them know you will help them if they help you - I think only one person can actually do the quest at a time even though two can heal the patients. But remember, you need to get the quest to get the bandages.
Other important tips (listed above) include hotkeying the bandages; look around for another patient to heal while the heal you are doing is channeling - but *don't* move; stand in the middle of the room - but you need to be within range so you may have to move a step toward a patient to heal them.
There are a few who believe you should let the critically injured go because if they die while you are healing them you lost all the time you spent trying to heal them. Basically, that is the idea of triage. If you have more patients than you can treat, then you sort them into three categories: those so badly injured that they are unlikely to survive and therefore will waste valuable treatment resources; those who need only minor treatment to hold them until more advanced treatment can be done (for instance a fractured bone that requires surgery can be splinted for a short time); and those who need immediate advanced treatment and will benefit from it most.
Having said that, most people doing the quest will try and take the critically injured first. I did let one die during one go round, because I couldn't remember if he had just appeared or had been there a few seconds and I didn't want to take the chance. I was successful anyway.
Its a tough quest, but once you complete it successfully you will want to do it again. Good Luck!
